Jupiter is weak in my natal chart (virgo), and I generally tend to have more trouble with things that are justly due to my efforts, so I have avoided prayers or charity for Jupiter, though I have done charity for this topic just recently when they were in taurus and Aquarius via both venus and saturn who are enthroned in my natal chart, where venus is my chart ruler, and saturn is lord of 10th.
Even then, my pre-approved visa was rejected twice so something super weird is going on (both other lawyers, and other senior employees in the US State department confirmed this to me, incl. a guy telling me that he has worked on this visa category for 1000+ cases over 30 years and has never seen something as weird as my case, which is stuck in the crevices via mis-adjudication).

It's my understanding that planetary charity was likely developed in the first place as a safe alternative to astrological magic for people with weakly placed planets such as the case you've described with your Jupiter. Likewise, unless you have caused offense to any of the relevant deities (and having a planet poorly placed in one's astrological chart certainly isn't something that I've ever heard causing offense to any being, deity or otherwise), prayer ought to be completely safe.
I took the liberty of doing a single Tarot card draw asking the likely result, should you attempt planetary charity and prayer to Jupiter regarding your troubles. For what it's worth, I drew the 8 of Pentacles (upright), which I consider a very positive card when it comes to making progress on a project that is important to you.
If I may, please read what Warnock writes very carefully. If you are to do planetary charity it's far worse to do it incorrectly than to not do it at all. This means --- for Jupiter --- four successive donations over the course of four weeks. A planet's essential dignity doesn't really matter, in the context of planetary charity at least, but doing the full round does indeed matter a great deal. It is ultimately about improving your relationship with the planetary god, and it is far more than about only getting what you want. If you do the work fully and conscientiously, it will probably transform you for the better far beyond your petition.

I am not sure whether Violet will see your questions in time for you to perform Planetary Charity this week, so I am going to venture a response instead. I should make clear that while I have never performed planetary charity, I do have experience with planetary devotions and I've been following the conversations about planetary charity at Violet's and JMG's and some other places about it for some years now. So although it's not something I practice, I *believe* I can answer questions with some assurance that isn't just hot air.
Regarding your question about timing planetary charity, it is worth remembering that Planetary Charity as traditionally practiced does *not* take into account the positions of the planets and stars in the heavens; it purely utilizes the Chaldean Days and Hours, which is an impeccably regular cycle of astrological timing based entirely on the Earth's own cycles of day and night, and entirely separated from the complicated interactions of planetary bodies through the zodiac. I do not know if you are acquainted with any metaphors from Druidry, but the Chaldean Days and Hours could certainly be thought of as "Telluric Current" astrology, in contrast to the "Solar Current" astrology of the celestial spheres circulating above and beyond us.
Thus the Picatrix quote you shared is not really relevant to the techniques of Planetary Charity. And some medieval grimoires even taught pure planetary hour techniques divorced from more complicated forms of astrology (e.g. the discussion of astrological elections in the Key of Solomon.) I don't know, perhaps the planet's state of dignity might make some difference; but practically speaking, people report enough success using the timing of Planetary Hours that I wouldn't worry too much about it. JMG even mentioned that the most successful and powerful electional working he ever did (which resulted in him being able to pay for an education with big subsidies) was an election using the astrological hour of Jupiter at a time when its placement wasn't otherwise ideal.
Anyway, as I said, I have not practiced Planetary Charity myself, but I can attest that JMG has also fielded this question before and given the answer I just gave, and if I recall correctly, Violet has written about how she has gotten good effects from Planetary Charity, even when (1) the stars weren't necessarily in great positions, and (2) the planets in question are in poor shape in her own natal chart.
Again, I have never performed Planetary Charity (though I do have experience with planetary devotions), but I don't know if Violet will see this in time for you. I'll just report that if it were me, I would definitely go with the first option if at all possible. To me it always seems best to make contact and establish some positive connection or good feeling of relationship first. The same way you would approach things if you were having an important meeting with a VVVIP (very very very important person).
But I'll also just say with some certainty that it doesn't really matter that much as long as you communicate from your heart, sincerely and respectfully.
